Downtown Center Evaluation

Sacramento State and the California Department of General Services (DGS) announced today that the University will evaluate and perform due diligence to pursue a state-of-the-art downtown center near the State Capitol, an innovative partnership to boost the downtown economy, bring added housing, and expand opportunities for Sacramento State.

The proposal would bring Sacramento State students, staff and faculty even closer to the State Capitol, offering students an unprecedented opportunity to learn and shape their careers mere steps from the seat of government of the world’s fifth-largest economy.

DGS has granted a period of exclusive rights for the University to evaluate the real estate and the properties to ensure financial viability. While currently at the concept stage, the project would entail the transfer of the Employment Development Department (EDD) Headquarters Building, the EDD Solar Building, and the State Personnel Building – all located along Capitol Mall between 8th and 9th streets – to Sac State for the new center.

"The Department of General Services is eager to explore Sacramento State’s vision for a downtown campus encompassing education, hospitality and housing that will bring renewed energy and an economic boost to the capital city." -- DGS Director Ana M. Lasso

"We want to thank the State of California Department of General Services for granting Sacramento State a period of exclusive rights to conduct due diligence on this property. Sacramento State is the only public university in the capital of the world’s fifth-largest economy, and we are committed to exploring an innovative and cost-effective mixed-used development of a downtown center" -- Sacramento State President Luke Wood

Support from the local community

“As Sacramento continues to grow, it’s essential that we explore opportunities to strengthen our educational institutions and expand their impact in our community. Sacramento State’s evaluation of real estate in the downtown area represents a forward-thinking approach to enhancing student access, fostering innovation, and deepening the university’s connection to the heart of our city. I support efforts that invest in our region’s future and create new opportunities for students, faculty, and the broader Sacramento community.” - Congresswoman Doris Matsui

“Student housing and expansion of access to higher education opportunities are ideal investments in our urban core. Downtown Sacramento has a real opportunity to both grow the number of residents living in the heart of our city and infuse energy in a highly centralized area. Not only does California need to focus on housing – particularly for populations such as students – but we must also continue to create communities that don’t require vehicle trips for work, recreation, or access to essential needs. Building additional housing for college students in close proximity to the government job base, healthcare, the Golden 1 Center, and a grid full of entertainment opportunities serves our city well, addresses housing needs for the next generation, and helps us achieve important environmental goals.” - California State Senator Angelique Ashby

“Greater proximity and collaboration with the Capitol would be an excellent opportunity for our students and for our community. We are excited to see the state expressing support. We hope the state is able to provide resources to maintain the amazing work that is currently happening on campus while also allowing us the opportunity to explore the possibilities that are available downtown. We look forward to faculty and students being an integral part of this process.” – Dianne Hyson, former Dean of the College of Social Sciences and current director of SSIS Initiatives; and Shane Nordyke, chair, Department of Public Policy and Administration

Sacramento State is a cornerstone of our community, and its commitment to exploring new opportunities downtown is a game-changer. Evaluating real estate off Capitol Mall for a state-of-the-art, mixed-use development aligns with our vision for a vibrant and dynamic city. This project has the potential to create new economic opportunities, strengthen connections between the University and downtown, and enhance the vitality of our urban core. I fully support Sacramento State in this effort and look forward to seeing how this initiative can benefit our city for generations to come.” – Sacramento Mayor Kevin McCarty

“The opportunity for Sacramento State to build the nation’s premiere urban campus at the gateway to California’s State Capitol is a generational moment to transform downtown Sacramento and to facilitate access to higher education for our next generation of leaders. The vision of President Luke Wood and the state of California to deliver a mixed-use educational campus inclusive of housing, employment, and social opportunities represents the type of catalytic development which will add stability and sustainability to our downtown neighborhood of tomorrow.” – Michael Ault, executive director, Downtown Sacramento Partnership

“As a proud Sacramento State alum and having worked in the State Capitol for 22 years, I strongly support exploring a downtown campus on Capitol Mall. Bringing Sacramento State adjacent to the State Capitol and near both Sacramento City Hall and the region's business center would create new opportunities for students, strengthen our workforce, and drive economic growth. A downtown presence would connect students with the decision makers in business and government. This is how we can better prepare our future community leaders that will shape our State. Stingers Up!" – Sacramento Mayor Pro Tem Eric Guerra

“Sacramento's downtown and urban core is the heartbeat of our economy and city. The Golden 1 Center set a precedent, catalyzing an estimated $7 billion investment in the central city since its groundbreaking in 2016 and creating jobs that revitalized the area. Sacramento State now has a unique opportunity with the state of California’s Department of General Services to transform Capitol Mall – bringing vibrancy and student life to the urban core. This model has been proven in downtown Phoenix with Arizona State University. The Greater Sacramento Economic Council fully supports this project and looks forward to working with the team to make it a reality, driving lasting economic growth for our city.” – Barry Broome, president and CEO, Greater Sacramento Economic Council

"This is an exciting opportunity not just for Downtown Sacramento but for the entire region. A large-scale mixed-use development project holds tremendous potential as an economic catalyst, while also expanding learning opportunities for Sacramento State students. Stingers Up!” – California state Assemblywoman Maggy Krell

"We look forward to working with Sacramento State to help revitalize Capital Mall and transform the downtown economy with students, professors and staff living, working and learning steps away from the State Capital. Our educational institutions are vital to economic development opportunities downtown as we look at creative strategies to strengthen and add vibrancy to our urban core.” – Sacramento City Councilmember Phil Pluckebaum

“As a concept, this is an exciting opportunity to explore how relocating Sac State downtown next to the Capitol could enhance our current work. The Institute for Social Research’s mission is to partner with communities and decision-makers to conduct applied social research that fosters positive change in the Sacramento region and throughout California. Expanding opportunities for Sacramento State to be at the nexus of these collaborative decision-making processes is an exciting possibility.” – Shannon Williams, executive director, Institute for Social Research

“Students in our programs work on-site in offices of all three branches of state government. A Sac State building with close proximity to these offices could be a wonderful resource for students." – Leonor Ehling, executive director, Center for California Studies
