IPGE Ambassadors at Sacramento State
The IPGE Ambassadors serve to elevate Sacramento State’s global presence by engaging distinguished representatives who promote the mission and work of the International Programs and Global Engagement (IPGE) office worldwide.
IPGE Ambassadors are trusted partners, alumni, and collaborators who serve as advocates for Sacramento State’s international vision. Through strategic outreach, they help position the university as a globally engaged institution committed to academic excellence, cross-cultural exchange, and international collaboration.
Key Roles and Contributions:
Global Representation: Serving as visible representatives of Sacramento State and IPGE in international settings—such as conferences, institutional visits, alumni gatherings, and academic forums.
Outreach and Promotion: Sharing information about Sacramento State’s academic offerings, partnerships, and international programs with prospective students, institutional partners, and global networks.
Relationship Building: Strengthening and expanding Sacramento State’s international connections by fostering dialogue, trust, and collaboration across borders.
Supporting IPGE Initiatives: Providing insights, feedback, and support for programs aimed at enhancing global learning, cultural exchange, and student mobility.
IPGE Ambassadors play a critical role in amplifying Sacramento State’s global impact. Through their outreach and professional networks, they help advance the university’s goals for internationalization and promote a shared vision of global citizenship and academic partnership.
Meet Our Ambassadors
Dr. Mark Wheeler is a distinguished academic administrator and philosopher, currently serving as the Senior Advisor to the President at California State University, Sacramento (Sacramento State). In addition to this role, he also serves as the administrator in charge of International Programs and Global Engagement (IPGE), where he oversees efforts to expand the university's global footprint and enhance international partnerships.
In his capacity as Senior Advisor, Dr. Wheeler provides strategic counsel to President Luke Wood, contributing to initiatives that foster academic excellence, institutional growth, and global engagement.
Prior to his tenure at Sacramento State, Dr. Wheeler was a Professor of Philosophy at San Diego State University (SDSU), where he also held the role of Associate Dean for Academic Affairs at the SDSU Imperial Valley campus. He earned his Ph.D. in Philosophy from the University of Rochester in New York.
Dr. Wheeler’s academic interests include ancient philosophy, logic, and the philosophy of language. His extensive experience in higher education administration and his scholarly contributions have made a significant impact on the institutions he has served, advancing both academic and international initiatives.
Felix Luu and his wife, Jackie Liu, are prominent leaders within the Asian American community. Felix is a successful businessman who has long been active in civic life, championing public causes and advocating for the rights of Asian Pacific Americans.
Together, Felix and Jackie continue to promote and share the traditional cultures and artistic traditions of various Asian and Pacific American ethnic groups, while also supporting broader initiatives in community development and social welfare.
Over the past decade, Felix and Jackie have been dedicated supporters of California State University, Sacramento. Both are longstanding members of the Dean's Circle and the President's Circle, and have remained actively involved in these leadership groups for the past six years.
Throughout the years, the couple has organized and participated in a wide range of community activities, earning recognition for their efforts in promoting community stability, unity, and cultural exchange. Their contributions have fostered harmony, supported the arts, and strengthened connections within and beyond the Asian American community.
Notable recognitions and contributions include:
2009 – Received the National Outstanding Achievement Award from the International Leadership Foundation (ILF).
2010 & 2011 – Invited by the U.S. Department of Commerce’s Minority Business Development Agency (MBDA) to attend the 28th and 29th Minority Enterprise Development Week events in Washington, D.C.
2012 – Awarded the Ellis Island Medal of Honor by the Ellis Island Honors Society (EIHS).
May 10, 2013 – Honored with the Most Outstanding Community Leader Award by the Strategic Alliance of Asian-American Non-profit Organizations (SAAANPO).
2014 – Received the President’s Call to Service Award from President Barack Obama, presented by the Corporation for National and Community Service.
May 14, 2015 – Invited by the Asia Pacific Economic Council to attend the Asian Pacific American (APA) Leadership Roundtable Conference held at Capitol Hill.
