New Assistant Professors join PPA
Ahrum Chang, Ph.D
Ahrum Chang is joining the Department of Public Policy and Administration at Sacramento State University as an assistant professor starting in Fall 2022.
Dr. Chang received her PhD in Public Administration from University of Georgia, a Master of Public Policy (MPP) at the Graduate School of Public Administration at Seoul National University, and a bachelor’s degree in Political Science from Yonsei University, Seoul, South Korea.
Her teaching and research interests include public management, social equity, and behavioral public policy. More specifically, she examines how the public sector can achieve accountable, equitable, and effective management and service delivery.
Chang’s work has been published in both Public Administration and Sociology journals including American Review of Public Administration, Public Administration, Rationality & Society, Public Management Review, and Social Science Journal.
Amal Kumar, Ph.D.
Amal Kumar joins Sacramento State from the Collaborative on Academic Careers in Higher Education (COACHE), where he is a Postdoctoral Research Fellow. His teaching and research explore the evolving relationships between public sector organizations and their institutional, political, and social contexts through rigorous interdisciplinary engagement between organizational theory, public policy, and history.
Current interests include studying the origins of the Chief Diversity Office, the organizational identities of policy intermediaries, and the relationship between educational technology ventures and structural inequity in American higher education.
At COACHE, Amal’s work focused on making higher education a more healthy, inclusive, and equitable workplace. He also consults with philanthropic organizations on equity in grantmaking strategy and implementation.
Amal earned his PhD in Education from Harvard University, a master’s degree from the Harvard Graduate School of Education, and a bachelor’s degree in Economics from Georgetown University. He lives in Davis, California, with his wife.
