Board Member: Bill Garcia
Bill and his wife Olivia are originally from Denver, Colorado. They have been residents of Fair Oaks since 1975. Bill is the founder of SMDA and has served as its president in the past. He is an Air Force veteran and retired from California State service in 1997 where he served as the interim Director of Veterans Affairs and was Director of Marketing and Contracting Development for the 23 campus systems of California State University. Bill has ‘wet’ macular degeneration and is considered legally blind.

Vice President: Nadine Gaul
Nadine Gaul, is a Native Californian, born and raised in Rio Linda. Attended Jr. College in Mt. Angel, OR, graduated with a BA., and then taught school in Orangevale. Nadine was a married and became an at-home mom. When their youngest of six children graduated from high school, and only then, returned to the work force. When my husband, Frank developed Macular Degeneration, we joined the SMDA, at the time when Bill Garcia was serving as President, and benefitted greatly from this association over the years. Her interests are Art, Music, gardening, Square Dancing, Little League and volunteering..

Treasurer: Rene Barrios
Rene’ retired from the Air Force with 26 years of service. He served in the educational community as a Director of Personnel, elementary and high school principal, Bilingual Program Specialist, and as a consultant for the State Department of Education. Rene’ is married to Angeles, who practiced law in Mexico.

Secretary: Shelby Lard
Shelby Lard is a lifelong resident of Northern California and is the co-founder of Genesis Wealth Group, a financial advisory firm that she operates with her husband Stephen S. Lard, RFC. A family member with Macular Degeneration prompted Shelby’s decision to join the board, lending her efforts to this cause.
