PPA Lecturer, Peter Detwiler, published a book chapter and an article.
Solano Press just released the Third Edition of Exactions and Impact Fees in California: A Comprehensive Guide to Policy, Practice, and the Law. Mr. Detwiler is the author of Chapter One, Introduction in this multi-author book. His PPA 250 students will immediately recognize the "dirt, dollars, and duties" approach to land use, public finance, and governance that he uses in the introduction.
Mr. Detwiler's article "Broken Promises: The End of Redevelopment in California" appears in the June issue of the Planning & Environment Law, the national newsletter published by the American Planning Association. The editor invited me to write an article that sets the political and historical context for understanding last year's bills that ended community redevelopment agencies. It's one of three articles they're publishing about the demise of California redevelopment.
